As important as god program design is, the selection of appropriate programs for your organization can't be understated. Trendy programs that may bring in grant money or may be popular in other parts of the country may not be a good fit for your organization or may take you off the path dictated by your strategic plan. Careful program selection, planning, and execution can be one of the best assets to evaluate organizational abilities or justify budgetary expenditures.

When designing evaluations, select a feeling or action to each number in your Likert scale. For example, If you are using a 1-4 scale to measure performance, "4" should indicate that an individual is ready for promotion, or able to teach a skill, whereas a score of "1" would indicate that an employee is a liability to the organization, or in need of serious remediation. Also, stay away from odd numbers for ratings, as people tend to pick the middle of the road. A rating of a "3" (typically associated with average performance) is most likely more like a "2" (increased performance would benefit the individual and the organization) which should be worthy of your attention.
