Ideally, your professional development should support your strategic plan.  During budget time consider creating a team of your upwardly mobile employees and assigning them in pairs to the division leaders in your organization.  While this will lengthen the budgeting process, and make it more expensive, budget time is one of the few times during the year when you will dig into the specifics of every part of your organization.  This fact makes budget time the best time to make sure that you have people who are truly ready to take leadership positions as they arise in your organization. Rotate these employees annually to give them a good idea of how the entire organization works and in a few years this process may actually speed up your budgeting by giving you dedicated budget staff for each division of your organization.
